The House version of the DoD bill (H.R. 3326) cuts the Next-Generation Operational Control Segment (OCX) by $97.4 million compared to the President's request. It also includes the following provisions:
- "No funding for the High Integrity Global Positioning System, $59,100,000 below the President's request."
- "Sec. 8069. Funds available to the Department of Defense for the Global Positioning System during the current fiscal year may be used to fund civil requirements associated with the satellite and ground control segments of such system's modernization program."
The full Senate passed its version of the DoD bill on October 6. The Senate also cut OCX by $97.4 million, assigning it a separate line item instead of including it within the "GPS III Space Segment" program element. The Senate version expresses strong support for the High Integrity Global Positioning System program.
The conference committee version of the DoD bill retains the $97.4 million cut and includes the House's Sec. 8069 as Sec. 8071. It also fully funds HIGPS. The President signed the bill into law on December 19, 2009.

This bill authorizes DoD spending to continue the GPS program. It does not actually appropriate funds from the Treasury.
The House version (H.R. 2647) denies the President's request of $59.1 million for the High-Integrity Global Positioning System (HIGPS), a demonstration of the capability to use Iridium satellites to enhance current GPS navigation and timing capabilities. View relevant report language. The Senate version (S. 1390) also recommends no funding for this program. View relevant report language.
Section 1055 of the Senate committee version would shift responsibility for the preparation of the biennial GPS report from the Secretary of Defense to the Secretary of Commerce. The full Senate amended this provision, reassigning the report to the co-chairs of the National Executive Committee.
The House-Senate conference version of the bill authorizes the GPS III/OCX program at $97.4 million below the request, consistent with the action of the appropriators. View relevant text. The President signed the bill into law on October 28, 2009.
President's Budget Request
On May 7, 2009, the White House released the President's detailed budget request for the operation of the federal government in Fiscal Year 2010. The President's budget would fund U.S. space-based PNT systems at the levels indicated below.
Department of Defense
- $927.8 million for procurement and development of the Global Positioning System (GPS), including:
- $52.039 million for GPS IIF and Operational Control Segment (OCS) development via Air Force RDT&E program element #0305165F, "NAVSTAR Global Positioning System (Space and Control Segments)"
- $815.095 million for GPS IIIA and Next-Generation Operational Control Segment (OCX) development via Air Force RDT&E program element #0305265F, "GPS III Space Segment"
- $60.7 million via Air Force Procurement, Budget Activity 05, "Other Support, Space Programs"
Department of Transportation
- $43.4 million for the addition of new, civil-unique capabilities to the GPS program, via FAA account 2D11, "Global Positioning System (GPS) Civil Requirements"
- $97.4 million for the Wide Area Augmentation System (WAAS), via FAA account 2D03, "Wide Area Augmentation System (WAAS) for GPS"
- $7 million for the Ground Based Augmentation System, also called Local Area Augmentation System (LAAS), via FAA account 1A13, "Next Generation Transportation System -- Flexible Terminals and Airports"
- $4.6 million for the inland component of the Nationwide Differential GPS (NDGPS) system, via RITA R&D account, "Nationwide Differential Global Positioning System"
Department of Commerce
- $3.4 million for the U.S. network of Continuously Operating Reference Stations (CORS), via NOAA Operations, Research, and Facilities account, "National Ocean Service, Geodesy Base"
In addition to funding the above programs, the President's budget would terminate the Coast Guard's operation of Loran-C, a terrestrial-based PNT system. Termination of Loran-C does not foreclose future development of a national backup to GPS.
